Project Master Plan

OVERALL GOAL    

    Activities regarding social participation of Person With Disabilities (PWDs), both men and women, are extended to other Districts and contribute to the implementation of National Plan of Action for PWDs (NPA).

PROJECT PURPOSE
    Social participation of PWDs, both men and women, is promoted in Abbottabad District.

OUTPUTS
    0. The network between Federal, Provincial, District Govt., and NGO is built.
    1. SHO, DPO and Family Associations of PWDs are organized and strengthened, with a perspective of gender, ethnicity, age and other socio-cultural factors.
    2. Discrimination and prejudice against PWDs and their family, both men and women, are reduced.
    3. Information accessibility for PWDs, both men and women, is improved.

Activity-oriented Approach

     A STAR Project's approach is "Flexible Activities -> Various Outputs > Achievement of Purpose", called as "ordinal approach", rather than "Series of Activities -> One output -> Achievement of Purpose", called as "activity-oriented approach". The government of Pakistan formulated National Policy for PWDs and National Plan of Action to implement the Policy, but not yet be implementated. On the other hand, one of the weakness of ordinal approach, Project Cycle Management (PCM) is a lack of consideration in implementation. Therefore, A STAR Project examined the activity-oriented approach under consideration of purpose & outputs and existing community resource. Salient features are "low risk", "low cost" and "Pararell capacity development of project related persons" etc.

     It is necessary to get various outputs to achieve the purpose. However there must be huge activities and inputs. This activity-oriented approach was born after the question, "Why is there only one output after a series of activities ", that is, "Can one activity produce various outputs?". In addition to this point, the Project focused on the capacity development of project related personnel. Table 1 shows the difference between Ordinal Approach and Activity-Oriented Approach.

Risk Management High Risk:
If there are any problems in activity and outputs, it become difficult to achieve the purpose.
Low Risk:
Possible to try various activities, which support to achieve the purpose, if there are any problems.
Monitoring & Communication Management Good(Conditional):
Easy to share the existing plan.
Note: On condition that project related personnel are interested in the project.
Good:
Not to finish the activity by turns, but to plan, prepare, implement, check progress and share information of various activities. It'd give interest to the project related personnel.
Cost Management High Cost:
All activities need some cost.
Low Cost:
One activity produce various outputs.
Supply Management Good(Conditional):
Necessary inputs are planned
Note: Difficult to deal with not identified community resource before planning
Good:
Existing community resource are utilized for activity planning.
Personnel Management Good:
Activities'd been done in accordance with the plan. This process develops capacity of project related personnel.
Good:
Plan, Preparation, Implementation of the activities fully utilized community resource. This process develops capacity of project related personnel.
Concept

     Let's see the frame of A STAR Project as ordinal approach. (Figure 1)

     Except activities not mentioned on the project frame, there are at least two point, which are to collect base line data in order to measure the achievement of outputs and purpose and to develop the project related personnel through running the project. As you see, we have to do various activities to achieve the purpose. Now let's see the frame of A STAR Project as activity-oriented approach. (Figure 2)

     On-going activities, "Assessment of PWDs & Family" and "Awareness Raising Campaign" have relation with all outputs and various activities not mentioned in the project frame. These activities include the consideration of community resource and condition, like PWDs leader candidate working as project staff, resource persons with/without disabilities can be invited as workshop lecture/facilitator, feature as the city of education, Annual sports festival for PWDs held in Abbottabad, Some GO/NGOs working in related sector, etc). The feature is as follows;

1.Assessment of PWDs & Family: All staff are PWDs or PWDs family
     It is very "effective" and gives big "impact" that all staff are PWDs or PWDs family. Also it'd be "efficient" and have "sustainability", if staff with disabilities become to leader and work in the government, non-government, private sectors. On the other hand, this project is beneficial directory to PWDs and PWDs family through employing them.

2.Awareness Raising Campaign:PWDs/PWDs Family/Project related personnels' independent participation
     A STAR Project focus on the promotion of participation into the project itsself. Awareness Raising Campaign is one of the method for participation. PWDs/PWDs Family/Project related personnels become implementators of the activities. It make easier to achieve the outputs and purpose with joy. Joyful activities raise the interest of the project related personnels and lead to sustainability.

Review: The Role of Project Steering Team(Sep.1 2010)
     At the begining of 2009, A STAR Project Steering Team was established as a project implimentor. Already 33 meetings had been held every after two weeks since its establishment. The role of PST is to impliment and monitor the project. Under the PST Guideline, which was prepared by PST member themselves at the end of 2009, The PST has been holding the regular meetings. The activity and member of PST is as follows;

- Preparation, Implementation and followw up of PWDs & Family Leadership Training(Empowerment)
- Support to establish and strengthen DPPOs, SHGs and Family Association of PWDs(Empowerment)
- Preparation, Implementation and followw up of the awareness raising activity and training to decrease the prejudice and discrimination against PWDs and their family(Inclusion)
- Preparation and distribution the audioo-visual materials to decrease the prejudice and discriminatio against PWDs and their family(Inclusiion)
- Preparation, Implementation and followw up of the awareness raising activity and training to improve the accessibility of disability related information(Inclusion)

     The PST consists of the project counterparts and experts and about 20 volunteers, who are selected in Government and NGOs/Private sectors, under the consideration about the participation of PWDs & Family, Gender balance and socio-economic background. PWDs and Family members are written by red fonts. There're three sub-groups in PST, 1) Networking, 2)Empowerment and 3) Inclusion.
