Project Closing Ceremony(Nov. 16, 2011)
    
A STAR Project completed its 3 yars period. Closing Ceremony was held on November 16, 2011.
Over 300 hundred people attended the ceremony and shared its activities and achievements.
    
Ceremony preparation was done by Project staffs with disabilities.
COMSATS university (semi-governmental) cooperated to provide the hall for ceremony.
The university also constructed slopes for wheelchair users outside the hall with its own expense.

Project Achievement Indcator(Nov. 2011)
    
A STAR Project set the indicators in order to evaluate the achievement of the Project.
More than 80% of 27 indicators reached to its goal in the table below.
There are also mentioned about the indicators, which were not achieved,
and the reasons why.
0-1. Participation Ratio of Project Steering Team (PST) Meeting
Achievement indicator is more than 75%, but 57% in actual.
The PST is a team on voluntary basis, which made it difficult to participate
in the meeting twice a month. The Project took to measures to increase the participation,
e.g. 1) To decrease the frequency of meetings, 2) To decrease the agendas of meeting,
3) To change the venue of meeting and 4) To change the timing of meeting,
but it did not work very well.
0-2. National Plan of Action Working Group (NPA-WG) meeting
The NPA-WG is not only high-level group, but also wide variety group,
which is consist of the representatives of Federal Govt., KP Provincial Govt.,
District Abbottabad Govt. and NGO/DPO. It was difficult to hold such a meeting twice a year,
because it took time and manpower to make a plan, preparation and coordination etc.
In addition, we can say that one of its reasons was restriction or no-permission
for the Experts to visit Peshawar, Provincial Capital of KP.
2-5. Distribution of Awareness Raising Materials
The distribution of awareness raising materials was done only in the Project activities
and meetings. There was an idea to distribute a large number of materials
to the Govt. department, hospital and schools etc.
However the Project could not make a chance to discuss with them.
2-6. Individual Awareness Raising for Professional, Academia and Intelligentsia
Some of PST members conducted 80 interviews, but the follow-up evaluation
to know their understanding was not done.
The reason of not achieved 100 interviews was that only a few members of PST Inclusion Group
played their role, though all members of PST should have conducted 10 interviews.
3-1. Publish of Guidebook and its distribution
The Guidebook for Persons with Disabilities was published at the end of Project,
which made it difficult to distribute 2,400 books during the Project period.
It took unexpected time to improve the quality of book, get the permission and
approval from the disability related organizations and translate it into Urdu,
which delayed the publish.
3-5. Persons with Disabilities to get information of the public services
Little number of Persons with Disabilities got to know information of the public services,
because kinds of the public services, Persons with Disabilities’
problem and needs including the categories of disabilities and ages,
were distributed over a wide area. The achievement indicators should be modified,
for example to make clear the kinds of services and its target age and disabilities.
3-6. Visits to the Disability Related Organization after the launch of Project
The Project could not get the information from most of the organizations.
Depending on the information of two organizations,
the visitors increased by 20% after the launch of A STAR Project.

A STAR Project published the following five kinds of reports
1. Baseline Survey Report on Disabled People
The Project conducted the survey, in which identified 1,812 Persons with Disabilities, and collected the information, made a database and analyzed.

3. A STAR Project Activity Report

4. NPA Implementation Comprehensive Report
    
The Project launched based on the request to implement the National Plan of Action
for Persons with Disabilities (2006).
This report introduces how the project activities contributed to implementation
of the focused 17 areas of NPA. There are also mentioned about the mechanism
to implement the NPA and points to be paid attention.
It may be utilized for all project, which aim to implement the NPA

5. A STAR Project Completion Report
    
The Completion report is consists of the background and purpose of the Project,
Input from Japanese and Pakistani side, Achievement, Current situation and
Problem of the activities and project counterpart and lesson learnt / Recommendations.

Service Guidebook for Persons with Disabilities(Nov. 2011)
    
Persons with Disabilities in rural areas of Pakistan cannot access the social services
because they don’t know what services are available. To solve this problem,
improving Information accessibility is one of the goals of A STAR Project.
    
The Project have collected and involved not only governmental services
but many kinds of service providers such as special education,
medical rehabilitation or poverty reduction. “Service Guide Book”
is to introduce all these available information in Abbottabad district.
The book spent long time to prepare; collect information, get approval
from each organization, make draft, translate and design the book.
At the end of the Project, The Service Guide Book was finally compiled.
Its contents are as follows;

Chapter 2 Government Policies, Laws and Acts
Chapter 3 Available Services
Chapter 4 Medical and Rehabilitation Organizations
Chapter 5 Education and Pre-Vocational Training Organizations
Chapter 6 Other Services
3000 copies were prepared and Social Welfare Department, Abbottabad
takes responsibility to distribute the guidebooks to governmental facilities,
schools and hospitals in Abbottabad.

NPA Comprehensive Report & Briefing to AJK Govt.(Oct. 15, 2011)
    
The NPA (National Plan of Action) comprehensive report was prepared.
The purpose of this report is to share the experience of A STAR Project
regarding NPA implementation. As main topics, there are
1) A STAR’s Contribution to NPA implementation and
2) Mechanism of NPA implementation through A STAR Project.
    
On the other hand, the NPA-implementation briefing meeting was held
in Muzaffarabad between A STAR Project Manager and officers,
Social Welfare Department, AJK Govt. After the earthquake 2005,
thousands of people became disabled in AJK.
They showed big interest in A STAR Project.

International White Cane Day(Oct. 15, 2011)
    
On 15th October, awareness-raising activities of “International White Cane Day”
were held in Abbottabad. Last year, a collaborated event was held by Pakistan Association of the Blind (PAB)
and SEWA (Disabled Peoples’ Organization), in which some of A STAR PST members participated.
This year, there were two events by “DOSTI (Friendship)”, Self Help Group, which was consists of
4th leadership trainees and by PAB. The differences between these two events was, the former was
based on the community and including persons with cross-disabilities and family members,
the later was based on the PAB, who were consists of Persons with Visual Disabilities.
    
There were more than 300 participants in two activities, including students and teachers of
Govt. and NGO schools for the Blind, students and teachers from ordinary schools, “JAZBA”,
Self Help Group, people and children with disabilities and their family members,
and political / religious leaders in the community.

Poetry Book for awareness raising on Disability Issue
    
Most of People living in Pakistan, like to read the poetry book.
On the other hand, one of the project ex-staff (Female with multiple disability,
visually and physically) published the poetry book at her own expense,
which gave an impact to others. Based on these situation,
the Project started to prepare the poetry book for awareness raising on Disability Issue.
There are 37 poets, which were written by famous local poets, PST member and Project Ex-Staff etc.

Wall & Table Calendar 2012
    
The Project is preparing a wall and table calendar 2012 for awareness rising on disability issues.
Based on the experience, which people don’t prefer to the disability emphasized calendar,
the Project considered the following three points in designing the calendar:
1) Disability issue should not be emphasized, 2) Scenery picture/drawing should be included, and
3) Religious matter should be included. 12 drawing for table calendar were
prepared and donated by PST member, Mr. Iwan (Artist, Christian).

Leadership Training of Persons with Heading Disability(Sep. 26 - Oct. 1, 2011)
    
Persons with Hearing Disability Trainings finished. The Project staffs have been implementing fieldwork
and collect the information for persons with Hearing Impairment Trainings. 22 persons attended the training.
    
Trainees visited Islamabad for 2 days. In Islamabad, they had a meeting with Sir Syed Deaf Association
and learnt the role model in deaf community. Mr. Haq Nawaz, president of Sir Syed Deaf Association
explained purpose and achievement of the association.
    
Lectures are conducted by Persons with Disabilities members, mainly by Empowerment Group members.
They utilized their knowledge and experiences and introduced models of disability, social participation,
rights and laws of Persons with Disabilities and importance of unity.
Some of the trainees are preparing the establishments after this Training. We keep supporting them.

Ex-Staff with Disabilities follow up training & 30th Scavenging Activity(年15-28 Oct. 2011)
    
Ex-Staffs with Disabilities Trainings finished. 20 persons attended the training.
Most of Ex Staff continues to work for Persons with Disabilities in their communities.
The Project conducted follow-up training for them particularly to build up their capacity
to formulate Self Help Groups (SHGs). Trainees had meetings at Union Council level
in coordination with some groups, which have already been established in order to
see their activities and strengthen the grass-rooted unity of Persons with Disabilities.
    
Trainees also visited Islamabad for 2 days to learn how to coordinate
Persons with Disabilities and formulate SHG. They had a meeting with Mr. Mustfeen Kazmi,
Directorate General of Special Education and DPDO (Disabled People Development Organization)
and shared information of their achievement and activities to support Persons with Disabilities.
The Trainees and Project staffs arranged Scavenging activities at Bari Imam (Religious place)
in Islamabad with attendance of DPDO, Umeed e Noor, STEP, and Pakistan Special publisher.
In this final scavenging of A STAR Project, they raised awareness of
that Persons with Disabilities are member of society to the public.
    
Lectures are conducted by Project Steering Team members, mainly by Empowerment Group members.

rights and laws of Persons with Disabilities and importance of unity.
Some of the trainees are preparing the establishments after this training. We keep supporting them.

For both of Disabled People and Non-Disabled People and/or both of organizers and participants,
there is much to be gained by holding Win-Win Sports Festival. Since the beginning of the Project,
“Sports for Persons with Disabilities by Persons with Disabilities” had been held
from the point of view regarding Empowerment of Persons with Disabilities.
At this time, “Sports for All (Disabled and Non-Disabled People)” was held
from the point of view regarding Inclusion of Persons with Disabilities.
    
180 students from 2 special schools and 7 ordinary schools participated and a guest,
Director of Comsats University of Information Technology was invited. As a volunteer,
6 PST members, 3 Ex-staff and 2 Ex-trainees organized and 6 staff supported the activity.

Idea of “Win-Win Sports” is originated from “The 7 Habits of Highly Effective People”
(Stephen R. Covey, 1996), which was introduced in the leadership training and staff training.

Annual international Leadership conference of Persons with Disabilities was held for 3 days in Islamabad.
Many Disabled Peoples’Organizations in Pakistan, Government Officers, Donors, International NGOs,
and Persons with Disabilities leaders from US, U.K, KOREA, India, Afghanistan and media were invited.

CRPD Internal Monitoring System within Government. The Project also provided Accessible Vehicle for Wheelchair users transportation,
which was provided by International Agency.

3rd Joint Coordinating Committee meeting
8 Self Help Group established!
    
A STAR Project has been trying to support to establish Self Help Groups of PWDs
in their own communities in accordance with our goal: to establish 12 Self Help Groups.
After 4th Leadership Training (May 2 – July 7, 2011), There has been an obvious progress
on this goal and Ex-Trainees established 8 Groups spontaneously
in their communities up until the end of September.
    
Training programme has been improved through trial and error, and
we also followed their activities in their communities by giving them advices
in frequent workshops. Accumulated outputs from Project side, Ex-Trainees’
leadership obtained through Training and some chain reaction among them
could result in this amazing rush. Some of them are planning to establish new groups.
We keep supporting them.

SHG/DPO/Family Group Workshop on Financial Support(Sep. 2011)
September 8 and 22, 2011
    
A STAR Project will provide financial support for establishment of SHG, DPO.
At workshop on September 8 project staff explained how to apply for financial support.
14 members of SHGs and 17 ex-trainees of Family member Training attended the workshop and had instruction.
    
The amount of Rs.10,000/month is provided for one group upon submission of receipts/evidences.
Request form for financial support should be submitted to Project Manager/
District Officer of Social Welfare Department. After his approval,
the Project will reimburse the actual cost under Rs.10,000 to the group.
SHG activities are supposed to be grass-rooted and necessary costs should be small.
It is support for establishment so that it is only 3 months support.
    
Participants understood the aim of this support. Some of them requested
to provide money in advance because they don’t have enough money from the beginning.
The Expert explained that it is regarded as lending loan and is impossible in accordance with
our accounting regulation. A PST member also explained
that it would be impossible to keep your activities if you cannot afford for small meetings.

2nd Leadership Training of Family member of Persons with Disabilities
- Joint Training for Lady Health Workers and Primary School Teachers -
(Sep. 12 – 17, 2011)
    
2nd leadership training of family members was planned and conducted from Sep. 12 – 17, 2011 for six days.
This training targeted not only family members of Persons with Disabilities living in six Union Councils,
but also Lady Health Workers and Govt. Primary School Teachers as local resources. The program is as follows;

Briefing Tour on Implementation of National Action Plan
(Punjab Province on Sep. 14, Gilgt-Baltistan Province on Sep. 24)
    
Briefing tour on “NPA Implementation through A STAR Project” started,
which was decided in the 2nd NPA Working Group (NPA-WB) meeting held on May 2011.
These tour is to be conducted for all provinces and areas in Pakistan for replication of
A STAR Project to other provinces and areas. Two meetings between A STAR Project members
and govt. officers, including secretary, Ministry of Social Welfare of Punjab and Gilgit-Baltistan Provinces
were held in this month. The agenda was 1)About NPA, 2)About A STAR Project,
3)NPA Implementation through A STAR Project, 4)International Agencies' Technical Support.
    
Report on “NPA implementation through A STAR Project” is being prepared by consultant
and the workshop and meeting is planed in next month,
in which govt. officers of each provinces and areas will be invited.
Both works was going on for future replication of A STAR Project.

taking advantages from experience of Japan. Here we’d like to introduce the aim

    - To understand the importance of cleanness

There is a traditional thinking in Pakistan “
Cleaning is cleaner’s work (Low status people and Christian etc) not my work”.
On the other hand, there is a mention in Quran, “Cleaning is our work”.
A STAR Project focus on the later.

National Consultation on Implementation of Convention
on the Right of Persons with Disabilities(Sep. 12, 2011)
    
UNESCO had a seminar in collaboration with STEP (Special Talent Exchange Program),
which is well-known DPO in Pakistan, on “National consultation on implementation of CRPD
(United Nation’s Convention on the Rights of Persons with Disabilities)” and
Inclusive Education / Literacy and Barrier Free Communication and Information
with special emphasis on Women with Disabilities” on September 12, 2011, at Serena Hotel, Islamabad.
From A STAR Project, which focused on inclusive education as well as women with disabilities,

Young woman with disability from ADTF (Ageing & Disability Task Force) acted MC and
there were many woman with disability in participants. Guest speakers mentioned
that equal right of Education, Literacy and access to Information which is secured in Pakistani constitution.
Literacy rate in Pakistan is behind other countries and specially illiteracy among women is still serious.
The hosts appreciated to all organizations for their efforts for CRPD ratification of Government of Pakistan in July 2011.

Mieruka: Activity Evaluation(Aug. 2011)
Awareness raising activity evaluation: RADAR CHART
    
It is important for similar A STAR Project that various activities are visualized (Mieruka in Japanese)
and evaluated quantitatively / numerically. This can not only motivate the all project related personnel,
but also make it easier to show and share the achievement to all stakeholders.
The Project introduced an evaluation sheet to evaluate quantitatively all kinds
of awareness raising activities and make these visualize by RADAR Chart.
The points to be evaluated are as follows;
1) No. of Participants in the activities
2) Quality of Management (Plan, Check sheet before the activity, Report)
3) Cost (Refreshment, Sound system rent, Hall rent, Chair rent)
4) Impact (Response of participants, chief guest, and mass media)
5) Sustainability I (Participation of PST, Volunteer and etc)
6) Sustainability II (Local resource utilization like Human, Finance, Place, facilities)
7) Participation ratio of Persons with Disabilities

Mieruka: Problem Identification and Analysis(Aug. 2011)
Staff Daily Problem: Pareto Diagram
    
A STAR Project has been identifying and analyzing the problem of each activities.
There are a series of regular workshop on problem identification,
in which project staff discuss on not only disability issue like
“Why Persons with Disabilities can not participate in society?”,
“Why there are so many Persons with Disabilities in Abbottabad?”,
but also general issue like “Why there are so many load shedding in Pakistan”.
We made the cause and result diagram, called as “Fish bone” or “Tree root”.
    
Since July 2011, project staff started to write their problem in staff daily report,
which improve staff’s capacity of problem identification.
As a result, Project Manager and Project Steering Team members can understand the problem
in the Project and make efforts to solve the problem for betterment.
    
Pareto Diagram shows daily problem of staff and its detail.
It shows that “there’re so many works” or “the works are over capacity of staff”.
“No or late response of project related personnel” and “Family or Personal Problem”
are identified as third and fourth problem. Based on this situation an problem,
the Project decrease the number of activities as well as point out staff’s work in detail.

1st Leadership Training of Family member of Persons with Disabilities
- Joint Training for Lady Health Workers and Primary School Teachers -
(Aug. 15 – 20, 2011)
    
A STAR Project has conducted four leadership trainings of Persons with Disabilities and family members.
However the ration of family members was less than Persons with Disabilities,
which lead them into no formation of family group. To solve this problem, a leadership training of family members
was planned and conducted from Aug. 15 – 20, 2011 for six days. This training targeted
not only family members of Persons with Disabilities living in six Union Councils,
but also Lady Health Workers and Govt. Primary School Teachers as local resources.

Formation of Self Help Group “SHAHEEN”(Aug. 2011)
    
Mr. Ishtiyaq Afmed (Tailor, physically disabled), who is an ex-trainee of 3rd Leadership Training
held between January 3 and March 11, 2011, established Self Help Group naming “Shaheen” in his own village.
    
DASTAQ Association have been already established only by some ex-trainees of 3rd Leadership Training.
Leadership Training is aiming that each trainee as a leader establishes group in his/hers community.
Mr. Ishtiyaq Afme, who is one of members of DASTAQ Association, set up his own group
in order to promote social participation of PWDs in his village. It is a first group
which A STAR Project has been trying to support to establish.
    
Shaheen Group has already conducted to have workshop for villagers twice
to raise their awareness against Disability issues, and started regular meeting.
Many PWDs have began to visit his shop next to his house to ask him how to acquire Disability certificate.

It is informed that 2 members of DASTAQ Associationare planning
to establish Self Help Groups soon respectively in their own community.
There seems to be a little progress towards our goal: to establish 12 Self Help Groups
with effect of accumulated experiences of Leadership Trainings.

CBR Matrix Bookshelf in Resource Room(Aug. 2011年)
    
A Bookshelf was made in the Resource Room which has 25 cells to show "CBR Matrix".
Our idea is to distribute Books/Materials subject to each subject/theme in each cell.
The concept of "CBR Matrix" was introduced by WHO in 2004, which aims to develop partnerships
and alliances with other sector s not covered by CBR programmes to ensure that PWDs
and their family members are able to access the benefits of these sectors.
    
The Project has been trying to do various activities which cover all sectors shown in CBR Matrix.
To advertise and raise awareness of the concept of CBR, this bookshelf is prepared.
Since there are not enough books to distribute in each cell at this moment,
we are requesting National Library to recommend some books.

Independence Day demands for Equality
    
Independence Day is not just a day that marks our freedom in history
but it is a day that reminds us of all the reasons that made us fight for our rights.
Little did we know that our mere struggle for our rights would end up in an independent country
which we could call our own motherland. Hindus of that era were not just usurping the Muslims
but had started to deprive them of their basic rights.
    
The major purpose of Pakistan was to bring Harmony and equality to the lives of its people.
To completely remove the differences from all sorts of people whether rich or poor, men or women ,
PWDs and non PWDs regardless of where they come from or what is their family background.
These things don’t really matter but our common moral values. Even though our differences
make life interesting but our common humanity matters more. 14th August i.e
our independence day is an important event for all of us that reminds us of all those people
who are different from us who have something that makes them special yet like all of us.
We did not win a separate homeland for all of us to keep on practicing those unfair practices
of harsh and rude behavior towards those who are different from us.
    
In Pakistan people are now getting acquainted with the idea of an integrated society
but only integrated societies can excel in every field of life where every person gets a chance.
Bill Clinton said, ‘Every person counts, deserves a chance and has an important role to play.’
    
It is our responsibility to ensure the availability of all those services that can be rendered by us.
All those activities should be discouraged where intermingling of all the people cannot take place.

Training of Staff with Disabilities(Aug. 2011)
Japanese 5S (Seiri, Seiton, Seisou, Seiketsh and Shitsuke)
    
A STAR Project has been training the project staff with disabilities for fifteen minutes in morning meeting.
It is necessary for staff to provide this kind of basic training. Method to work, improvement of its method,
motivation, problem identification and analysis etc are topics these days.
The following Power Point is sample material for 5S,
which is a structured program to systematically achieve total organization, cleanliness,
and standardization in the workplace.





A STAR Project is replicated to District Nowshera (Aug. 2011)
- Mr. Manzoor Khan, Driver of A STAR contributed the establishment of SAYAZAR -

    
SAYAZAR (Registered) launched activities in Noshera, KP Province since July, 2011.
One of the founders of this NGO is Mr. Manzoor Khan, who works in A STAR Project as a rent-a-car driver.
The services of SAYAZAR are; 1) To provide information of Govt. Service for Persons with Disabilities,
2) To provide assistive devices like wheelchairs in collaboration with local NGO,
3) To conduct a series of one day camp to issue the disability certificate in collaboration
with Govt. medical and social welfare organizations.

Collaboration between A STAR Project and Cancer Support Group Pakistan
Sadako Sasaki Memorial Blood Cancer Day, Aug. 6, 2011
    
Sadako Sasaki Memorial Blood Cancer Day event was held on August 6, 2011, a day of Atomic Bombing of Hiroshima
by Cancer Support Group Pakistan. This group consists of students of Ayub Medical College, Abbottabad as a core member,
personnel of Institute of Nuclear medicine Oncology & Radio therapy as an adviser and
Mr. Wahid Abdul Mir, executive director of Pak-Irish Rehabilitation Center as a patron,
who is one of A STAR Project Steering Team members.
    
By advises and network of Mr. Wahid, HEAR (Higher Education including Awareness Raising) Seminar
in Abbottabad International Medical College and 26th SARI (Scavenging for Awareness Raising Initiatives)
activity were conducted in collaboration with Cancer Support Group. It was discussed on Blood Cancer Day that:
1) A STAR Project Briefing, Information sharing and referential system among medical organizations.
    
As we introduced that A STAR Project focused on “Local Resource Utilization”
from the perspective of sustainability. We can say that “Local Resource” is equal to “Human Resource”
in Abbottabad. To give an example of the above mentioned event, Mr. Wahid, A STAR PST member,
invited A STAR members in the event of Cancer Support Group, to which he belongs as a patron.
Network between A STAR and Cancer Support Group was constructed through these opportunities.
Cancer Support Group or its group member invited A STAR in the event of other organizations, which they belong.
Human resource brings other human/organization resources, which make its network to extend for their collaboration in future.

RIVER (Resource Identifying and VERification)(Aug.2011)
Local Resource Utilization: Existing Resources & System

There are three networks / systems in Abbottabad, Pakistan, which were systematized vertically
from federal to Union council level by the government of Pakistan as follows;

“Vertically-divided Govt. Administration” can be obstruct, when we struggle in cross cutting / global issue
like disability issue. A STAR Project makes efforts to identify the existing resource,
have an individual meeting with them, break the barrier, meaning “Vertically-divided Govt. Administration”
and construct “Horizontal Network”. To be concrete, the Project promote
the involvement of Govt. Primary School Teachers, LHWs and Zakat Committee members as trainee
of the Family Leadership Training, which not only promote the family group formation effectively,
but also raise their awareness.

The 29th Scavenging for Awareness Raising Initiatives (SARI)

The 29th activity was held at Dar-ul-Aman, which was under Project Manager / District Officer, Social Welfare Dept.
There are 25 Females in this institute, who were driven out of their house or run away from their house,
because of some personal reason. The activity was held to make them fresh rather than to aware the disability
and environmental issues.

Braille Introduction Workshop, July 21 - 23, 2011
    
The Braille Introduction Workshop was held in order to raise the awareness of the Braille,

JAWS (Job Access With Speech: Screen Reader for Persons with Visual Disabilities)
was installed in five computers of Resource Room & Library, Project Office on July 2011.
The installation was delayed, because a lack of awareness regarding JAWS
in Project related personnel, high prices (Rs. 100,000) and difficulty of purchase in Pakistan.
After the installment, JAWS Training was started for two weeks.
Also classes for SHG of Persons with Visual Disability was included in this training.

19th All Sports Festival for Special People July 12-13, 2011
Venue: Pine Hills Public School
Participants: About 100 (From DPO and Private all over the country)
    
The festival could not been conducted last year, because of a lack of budget due to the flood
and IDPs (Internal Displaced Persons) , but it was conducted this year.
    
SEWA (DPO, A STAR PST member), Dastak (SHG, Ex-Staff) participated from District Abbottabad.
    
The festival was not so big one, because of lack of time for preparation, small budget
and low capacity of organizer. But all the participants from all over the country enjoyed
the sports and the climate of Abbottabad

Venue: Saiful Muluk lake, Naran, Mansehra District, KP Province

The Project conducted the scavenging activities near two lakes, which are famous for resort.
The attitude of both lakes are more than 3,000 m and people from all over the country visited there.
In this activity, project staff were main participants, but some local people and visitors participated
in the activity. Many people may be aware of environmental and disability issues.
People said that this is our duty to clean and make these places beautiful.

It is the problem in Self-Help Group (SHG) formulation support,
that the definition of SHGs of Persons with Disabilities was not clear
among PST members, staff, ex-trainees and experts.

A STAR Introduction in Gender Mainstreaming Brochure, July 2011
–Inclusive and Dynamic Development–
    
A STAR Project has been focusing in the gender issue since the project formulation.
The reason why, 1) Gender consideration is one of the policy of International Agency for Pakistan,
2) Gender consideration in disability issue is one of most important matter at international level.

Introduction as follows:
    
Persons with disabilities account for about 10% of the Asia-Pacific population, and the majority is economically,
socially and politically excluded. In Pakistan, while policies and an action plan for PWD exist,
they are not sufficiently implemented, with a large gap between ideal and reality,
and little improvement in the situation. So JICA has conducted a survey to establish how it can assist
in the implementation of these policies and action plans.
    
International cooperation policies in Pakistan contain a gender perspective,
and various considerations were made in this survey. For example, half of the researchers and survey subjects were women,
gender-related questionnaire items were added, and gender experts participated in the survey.
At the survey pilot site, persons with disabilities themselves joined in the survey team and visited
PWD in the community. Because of socio-cultural and religious reasons,
women with disabilities especially tended to be hidden at home.
With women with disabilities joining as interviewers, the survey team could visit the homes of women with disabilities
and find out their actual living conditions.
    
Moreover, these visits by their counterparts greatly encouraged women with disabilities and their
families, and produced many positive changes in their lives. In addition to the genderresponsive approach
of the survey, the project itself was also implemented with a gender perspective.
Related actions included setting a 50% female ratio in the project steering team, empowerment
through handicrafts activities, and holding a sports event for women. As a result,
many positive effects have been observed, such as women with disabilities empowered to appear in public,
get a job, and get married.

Workshop on SHGs, Jun. 30, 2011
    
At first, Expert explained the purpose of the meeting. It is to make same understanding on “What SHG is”
and discuss how A STAR Project supports SHG formulation. After his speech, all discussion was spoken in Urdu.
    
Secondly Mr. Hafeez made presentation by showing the Power Point material (See Annex 1),
which was shared by Expert on June 6. Discussion was made slide by slide, with facilitation of
Mr. Khalid Naeem. The outline of discussion is shown as following;
1. Definition of Self Help Group
Every participant understood SHG should be small group and there is no necessity of office.
SHG is to be formatted according to their needs and taking the condition of Union Council into consideration.
SHG should include all Persons with Disabilities and Non-Disabled Persons as Family member for volunteers.
Non-Disabled Persons doesn’t make decision. Priority should be given to Persons with Disabilities.
On the other hand, we need to be careful not to make boundary between Persons with Disabilities and
Non-Disabled Persons in the community.
2. SHG Registration
The word “Registration” make them misunderstand that it is registration in government.
We had better call it “Affiliate”. Every group needs to share its information
with A STAR Project or the group cannot be recognized
3. Support Fund
A STAR Project has no policy to provide support in cash.
Support can be given in material basis and technical training. A few cheap desk and chair,
Refreshment only for first 4,5 meetings, and actual cost for transportation can be given.
4. Other issues

how to support SHG in future, and where will they get other option to assist SHG. |

can be provided to community or SHG leaders, from service providers? |

Finally Expert appreciated all participants, and asked them to attend SHG Workshop
which is scheduled to hold in July and let other participants understand
what we are supposed to do for SHG formation.

1st Day: Opening Ceremony
    
After the recitation of Quran, children present the welcome Tabloo ,after that ribbon cutting Ceremony
by Chief Guest, Mr.Azar Khan Jadoon (Owner of Women Medical College and Political Leader),
he said that I am very happy that our culture now relive again, people forgot their culture
but this event remind us about the culture and tradition of Hazara. I am so thanks full to
Aba-seen Art Council that they selected our Nawanshehr ground for this great event,
after that he visited all the stalls in mela. He also came to the stall of A.STAR Project and
appreciated our efforts for creating different hand-made items and decoration articles.
Starting
    
Lot of people who visited our stall was interested in buying the stall placed in the stall
we have sold number of items to the people who visited us. Items like Decoration pieces,
hand made jewelry, wooden stuff, book lacks, and flower vases; also, food items like chips and chat were sold.
People from radio, newspaper, and T.V came to our stall and took pictures and interview Govt official,
Police officials and elders of the area visited the Orish mela. The organizers had arranged
different sports events like Hours’ Riding and Ghadka etc.
2nd Day
    
On the start of second day we rearrange our stall, near afternoon people started visit of stalls,
also music arrangement was their which make the event more enjoyable.
Whoever visited our stall asked about the various items placed in the stall and the handicraft work,
decoration pieces made of wood, bangles, necklaces, flower vases, Cloth, Embroidery,
book lacks etc Some of them were made by Blind person and were liked and appreciated by the visitors.
Closing ceremony
    
On 26 June 2011 in the evening Mr. Inayat-ullah- khan Jadoon who is one of member of
provincial Assembly K.P.K Govt came and then sports were started like horse riding, the famous sport
Polo was enjoyed by audience also tug of war was played by the audience, after that winner of
sports were rewarded by Money from Chief Guest, after that Chief Guest visited our stall and
appreciated our efforts and said that yours are the best stall in the area.
He was told by the organizers that the stall of A.STAR Project is the Second best stall of the festival.
On which he was very happy by the efforts of PWDs. The festival went very well and we all enjoyed
establishing the stall in the name of A STAR Project and numbers of people were briefed
on the function of A STAR Project for which they were very appreciative.
The project has profit 200 rupees in this stall after selling the different products and
we returned the money to PWDs and remained products.
Benefit from this Event
    
Community people who don’t know about project got awareness that PWDs are also the productive part
of society and they can play a constructive role for the betterment of society ,
the thing which is needed is to just give them opportunity .and is the thing which A STAR Project
is doing here. They should join hands to make the society favorable for persons with disabilities
either by attitude or by lots of other ways like implement job quotas, infrastructure law implementation etc.

The Chief Guest of the Activity shared his remarks, he said that we thanked to the A STAR Project
for organizing the Awareness Raising Activity in their Institution. It is our duty
to support the Persons with Disabilities in the society and provide them a friendly environment,
positive behavior and basic needs of the society. So that PWDs can fulfill their educational needs
and utilize their skills in the development of the society. At the end the refreshment
to all the participants.

Introduction of Resource Room & Library, Jun. 2011
    
“Improvement of Information Accessibility for PWDs” is one of Expected Outputs of A STAR Project. Resource Room & Library was set up in the project office on this purpose. Currently it is forbidden to advertise its settlement for security reason. We installed JAWS software, which is a well-known screen reader for visually impaired persons, in all computers in this room in June 2011. After this installation, visually impaired visitors highly increased. Training including JAWS instruction for visually impaired persons started in July 2011 in this room and there are nearly 10 visitors every day.

1. Salient Features;
1) Activity was first time arranged with the collaboration of cancer support volunteers’ students group of Ayub medical college.
2) Participation PST members, teachers of host college and the Ex-trainees.
2. Starting
The Scavenging and Plantation Activity started with the Recitation of the Holy Quran,
the hosting responsibility was performed by the Activity leader Ms Fozia (Person with Hearing Disability)
from the project with the help of Sign Language Interpreter Ms Urooj

3. Welcome Note and Activity Briefing
Mr. Abdul Wahid Mir (PST member) providedthe welcome note and shared the Awareness Raising Activities
of the A STAR Project. Ms Shaista Chaudhary (PST member) briefed about the Activity of the Scavenging by the A STAR Project.
4. Planting and Scavenging
After the opening ceremony, all the participants, Students, Teachers, staff from A STAR Project,
Ex-trainees and PST members took part in the with great Scavenging Activity. All the participants
from Medical College were distributed the Awareness Raising Material to the students and
the management of the Ayub Medical College.
5. Closing ceremony and Distribution of prizes:
At the end of the activity, closing ceremony was started with the speech of
Dr Miraj ullah (head of anatomy Department) he appreciates the efforts of A STAR Project
and their volunteer students. After that prizes were distributes from Volunteer students
between PST and Project Staff. At last, refreshment was served among the participants.

GO/NGO-Meeting on Job Quota for Persons with Disabilities on May 19, 2011
The meeting between the District Coordination Officer / A STAR Project Director and EDOs, semi-govt organizations etc
was held in DCO office, to promote the job quota for Persons with Disabilities.
The following organizations participated in the meeting;

2. District Construction & Work Dept.
3. District Agriculture Office
4. District Police Office
5. District Wild life Dept.
6. District Social Welfare Office
7. District Coordination Office
8. Tehsil Municipal Administration
Participants report the current situation regarding the employment of Persons with Disabilities.
DCO ordered all the participants to achieve the quota for Persons with Disabilities in each offices
and department and to submit the employees record. The participants understood
the importance of the employment of Persons with Disabilities and how to work with them.
DCO mentioned the provision of job opportunities for Persons with Disabilities and
they should become the members in the society. Sometime they have greater capacities
than ordinary people, which we need to understand. We should give the job opportunities in public sector.

Naat presented by Mr. Khyzir Hayat from Abbottabad International Medical College.
Welcome Note:
The Principal of Abbottabad International Medical Collage delivered
the welcome note and thanked to the A STAR project for organizing the Awareness Raising Activity
in his collage on the Disability Issue. He added that it is the responsibility of the society
to assist the Persons with disabilities and rehabilitate them not only in medical rehabilitation
but also in social rehabilitation as well, through the introduction of
ICF (International Classification of Functioning).
Project Briefing and Activity Briefing:
Ms Shaista Chaudhry (PST member) provided the project briefing to the participants,
she told that A STAR project is providing the services in highlighting the disability issue
in the society and promoting the social participation of Persons with Disabilities.
She added that the purpose of the HEAR Activity is that to aware the society
regarding the difficulties and problems of Persons with disabilities
in getting the Higher Education in the Educational Institutions.
Experience in Japan:
Abdul Wahid Mir (PST member) shared his experience in Japan during his visit
of Counter part training. He said that like the civilized nations we should not
ignore the Persons with disabilities in the society and support them in their daily life
and other activities to ensure the social participation isolated community of the society.
A STAR project is working on the all issues facing by the Persons with disabilities in the society.

The SMART Clips were shown to all the participants, which are prepared by the A STAR Project .
In the clips it was shown that with the support of society, we can improve the daily living
of Persons with disabilities and they can be useful part of the society rather than becoming the burden.
All the participants showed great interest in the clips and they appreciated
the Clips preparation and presentation from A STAR Project.

The Role Play was presented by he students from the hosting collage; in the play
it was shown that Persons with disabilities has a lot of abilities and they can work
like non-disabled community if they get oppourinity in the society and without
facing the problems from society. The students played the play with great skills
and received the appreciation from the participants.

After that, shields and books were exchanged between A STAR Project

At the end of the activity, the National Anthems of Pakistan and Japan played and
all the participants of the activity participated with great zeal and
enthusiasm especially the students from different institutions.
Refreshment:
The Abbottabad International Medical Collage provided the refreshment
to all the participants and showed the best example of hospitality.

The 2nd NPA Working Group Meeting on May 11, 2011
The 2nd NPA-WG meeting was held, which was postponed because of security problem, change of Project manager,
change of key partner at federal level and the low capacity of the project staff.
The meeting was consist of; 1) Review of last meeting,
2) Progress and Plan and 3) General Discussion. The following points are decided;
1. Replication of A STAR Project
The minutes of 1st NPW-WG meeting will be share with Social Welfare Dept. and Planning & Development Dept.
and try to allocate the budget for the replication.
On the other hand, the Project prepare the request form and submit it to the agency
for the technical support of two districts (Charsada, Swabi). The agency reply on itss request.
2. Responsibility of Director General of Special Education
NPA Coordinator will make a strong set up in DGSE regarding NPA implementation
3. Implementation of Job quota
For implementation of 2% employment quota for the PWDs, a meeting of heads of District Government departments
and autonomous organizations/Universities located in Abbottabad may be convened during 3rd week of May 2011
under the Chairmanship of DCO Abbottabad
4. Comprehensive Report on NPA implementation through A STAR Project
- A comprehensive report about implementtation of NPA through the activities of
A STAR project should be prepared on priority basis. For this purpose, services of
a consultant who preferably has experience of preparing NPA may be hired
and should be from third party. The Project Manager and Project Chief Coordinator
will identify the consultant. Consultancy fee for preparation of report will be
Rs. 150,000/- and duration of writing the report will be 3-4 weeks.
Mr,Horiba informed that necessary budget for this consultancy fee will be arranged in July 2011.
- A detailed report about progress of A--Star project should be prepared by the project staff.
This report (hard/soft copy) will be sent to the Social Welfare departments of Provincial departments,
AJK, Gilgit-Baltistan, FATA, Federal Capital, UN/International Organizations and NGOs
5. Sharing the progress of A STAR Project
- Secretaries of Social Welfare departmeents from all provinces, AJK, Gilgit Baltistan, Fata
and Capital will be invited to visit A STAR project Abbottabad. A detailed briefing
about the project will be arranged for them. This will help for replication
of the Project in other parts of the country.
- Three members from A STAR project willl visit all provincial Head Quarters,
AJK, Gilgit Baltistan, Fata and Capital to convene meetings
with the concerned officers of Social Welfare departments.

The 30th Program was conducted by Mr. Shoaib, head of physio department,
Women Medical Collage as focal person. He has experience in working abroad
and sharedthe importance of not only medical rehabilitation,
but also social rehabilitation.
    
He introduced his collage and Cuban NGO, which worked since the earthquake 2005
and mentioned that both can provide the services free of charge.

Human Development, "MIERU-KA (Visualization)", April 2011
A STAR Project makes works easier and provides the quality human development through “MIERU-KA”
Here some practical MIERU-KA works are introduced.
1. Visualize the objective and achievement
The Project has been trying to improve the motivations and satisfactions of
the project related personnel through sharing the progress and achievement of the Project.

The white board with small pieces of magnet sheet, on which the name of staff was written,
was prepared in order to inform where the staff was. It becomes not to ask where the staff is.

Especially, Leadership Training Daily Schedule will be utilized from next month,
which has picture cards with English and Urdu words.
The concepts of “MIERU-KA” or “Visualization” are adopted
in various fields. Here some practices are introduced.
- Project Management
The large-size post-it or piece of papers are utilized to share the participants’
information, problem and opinion etc in the PCM (Project Cycle Management) workshop,
WBS (Work Breakdown Structure) making and KJ Method. Figure, Table and graph are also kinds of “MIERU-KA”.
- Special Needs Education
The picture cards are utilized specially for the education of the student
with autism to make sure what is the next activity.
- Factory
“MIERU-KA” is one of the policies of Japanese Vehicle Company.
To work smoothly, the picture, letter (Local Language), Sound, Light
and etc are utilized for sharing information.

Donation Camp for the EQ in Japan, April 2011
    
A Self Help Group named DASTAK Association, which was established by ex-trainees of
A STAR Project 3rd Leadership Training, rallied for Camp activity of relief fundraising
for the Earthquake and Tsunami in Japan. The Camp was performed in daytime
between March 24 and 26, 2011, gathering 5,000 Pakistan rupees.

Mr. Anwar participated in the radio program from Islamabad as volunteer.
His interest in the disability issue make him to visit to Abbottabad
without any allowance and transportation from A STAR Project.
    
Mr. Anwar gave the briefing about the service of National Library and Resource Center, Islamabad.
The similar service has been provided in Govt. Special Education Center, Abbottabad.

The 13th ART-ART: "Kami-shibai", April 30, 2011
Participants: 60(Teacher and 9 students from each school)
1. Special Features of the Activity
- The Introduction of the Kamshibahi Acttivity.
- The Story was performed through the Piictures.
- Five Educational Institutions particippated in the activity.
2. Starting
The Activity started with the recitation of the Holy Quran by Mr. Anees (Sir Syed public school)
and Naat by the Students of Ms Fatima Al-Huda Association of Hearing and Speech
participated institutions of the activity.
3. Welcome Note and Project Briefing:
After that the Briefing about project was provided by the Mr. Abdul Wahid Mir (PST member).
He shared the different Awareness Raising Activities in detail with the participants
which have been done by A STAR Project in the District Abbottabad to ensure
the social participation of Persons with Disabilities.
The Project has received the successful results in this regard.
4. Sample Presentation of Kami-shibai
After the briefing, the sample of the kami-shibai story was presented
in the front of the participants by Mrs. Noor Khan in the English language
and translation services in English and Urdu was provided by Ms Sumera Baig (A STAR Project).
The purpose of the Presentation is to introduce the Kamshibahi activity amongst the participants,
through that the participated participants follow the presentation style and method
and they can perform their story with best skills.
5. Kami-shibai presentation by participant School
After the Presentation, the students from Al-Huda Association of Hearing and Speech Center,
International Public School and The Modernage Public school performed the story
with presentation and performing skills and received the appreciation from the participants.

1. Special Features of the Workshop:
1) A STAR Project organized first time Workshop on Women with Disability in Abbottabad.

2. Background of Workshop:
1) No self-help group for Women with Disability in Abbottabad.
2) Ms Nuzhat (Facilitator) wants to utilize her knowledge experience with other Females,
which she learnt in women with disability workshop.
3. Purpose of the Workshop.
1) To share the Problem: There are so many problems and ignorant in our society for the women with disability,
so A STAR project prepared the plan and arranged the workshop to provide the opportunity
to share their problems with each other and show their progress.
2) To establish the SHGs: Commitment towards establishing the Self-Help Group of women with disability.
3) To raise their voice: Women with Disabilities raise their voice collectively on any level
for the fruitful consequences and results in the future.
4. Presentation by Ms. Nuzhat Rehman, Project Assistant
Te Presentation on Women with Disability was presented in Urdu and Hindco (Local Language).
In that presentation the Problems, Origin, Consequence,
Suggestions and Conclusion were discussed through the multi-media and all the participants fully participated
in the discussion regarding the problems and solutions faced by their own selves and their fellow beings.

3. Welcome Note and Activity Briefing
Mr. Abdul Wahid Mir (PST member) provided the welcome note and shared
the Awareness Raising Activities of the A STAR Project .Mr. Faisal (Ex-trainee)
the participants about the Activity of the Scavenging and plantation by the A STAR Project.
The Principal of the Women Medical Collage shared his marks regarding the activity and
ensured his possible co- operation with the A STAR Project.
4. Importance of social rehabilitation:
Dr Shoaib shared his views regarding the Activity and he added that we have same aim and
goal towards the Rehabilitation of Persons with Disabilities. We are providing the services
in the medical sector and A STAR Project is doing the efforts to provide
the Social Rehabilitation services to Persons with Disabilities of Society,
both rehabilitation concepts are very effective and useful the empowerment and
social participation of Persons with Disabilities.
5. Planting and Scavenging
After the opening ceremony, all the participants, Students, Teachers, staff
from A STAR Project, Ex-trainees and PST members took part in the plantation
Activity with great interest as well as the Scavenging Activity.

Main purpose of briefing Lady Health Workers is that they work in field and visit door to door

and 49 Project Steering Team (PST) has been held.
3. Activity on Empowerment
Project Staff briefed the forum about that an assessment was made on non-disable,
physically challenged, intellectually challenged, visually challenged
and hearing challenged people and their full detail was given.
Project staff also briefed them about the leadership training of Persons with Disability
and their family members of which 45 Persons had been trained and 25 workshops had been conducted.
4. Activity on Inclusion
Project staff briefed the forum about the activities of ARPS, CARATS, Sports for All,
SMART, Booklets on Disabilities, HEAR, A-STAR Radio Program, ART-ART, CB-SEP, SARI,
A STAR Bakery and EARTH.
At the of the presentation the participants asked the questions regarding criteria
of Leadership Training and Awareness Rising Activities.

2. Introduction of the Project (Aims & Objectives)
    
Briefing was started with recitation from the Holy Qur’an, Project Director
briefed the participants that the National Plan of Action (NPA), 2006 was developed
for the implementation of approved National Policy for Persons with Disabilities (PWDs).
The overall vision of the National Policy for PWDs is to provide an enabling environment
that would allow full realization of the potentials of PWDs through their integration
into mainstream of Development. However, most of PWDs don’t have access, lack in inclusion and
equal opportunities of participation in social activities. For this purpose Federal Government
of Pakistan requested JICA for assistance in implementation of NPA. In response to this request,
JICA constituted and send a Project Formulation Study Team, for 3-4 months to Pakistan.
The Team was mandated to identify possible areas of support in line with the GOP priorities,
national policies, and international commitments and propose a strategic framework
for JICA’s long-term potential support for PWDs in Pakistan. A series of meetings
and discussions took place between Federal, Provincial (KP), District Government (Abbottabad)
and concerned NGOs and in the result MOU was signed among Federal, Provincial and District Government
and JICA with visible participation from PWDs. The project was started in Dec, 2008
in 12 selected union councils of District Abbottabad for a period of 3 years. Later on,
the project director gave brief and high lighted the progress and various aspects,
activities and potentials and shared his experience with the participants.
3. REMARKS BY CHIEF PLANNING AND DEVELOPMENT
    
Dr. Idrees Masood Chief Planning officer was highly impressed by the performance
of the project he said that he will request to Secretary Planning and Development
to include this project in next ADP all participant were agreed on this point.
4. PROJECT EXTENT
    
The Project Director proposed that the project would be replicated in the three districts
of KPK Province with the total cost of 50 Million, the Secretary Social Welfare
& Women Development Department agreed with the proposal and will considered
the inclusion of the project in next ADP 2011-12.

Inclusive Education Mr. Shams-ur-Rehman (Visually Impaired/PST Member)
speaks was as on Inclusive Education he told the participant
that he got his basic education from Special Education and his inclusive education
was stated from intermediate there he felt very changing he become able to the problems
and performed his duty and his work by depending on himself. He also advised the student
that never show sympathy toward PWDs as they have more abilities then normal peoples
he told them that he heard the typical sound of showing sympathy when SMART clips was showing on.
He asked the participants no sympathy by empathy, there is no need for showing sympathy
but need for to make them able.
    
Barrier free Society Dr. Amjad Hassan (PST Member) briefed the participants
about the Barrier Free Society. He briefed the participant on the functional limitation
and attitudetional limitations. He also briefed the participants
that never show sympathy toward PWDs always encourage and it is not
that the impairment makes one disable it’s the apathy of the society that makes people disabled.
    
Social Participation of Persons with Disabilities in Japan Mr. Abdul Wahid Mir
told the participants that he is not going to speak on the topic as students
are looking very tired so he started that questioning about the socialism and
about social participation of persons with Disabilities and how student can
replicate this project by their-self in Peshawar and other district.
    
Concluding Remarks Mr. M. Riaz-ul-Haq Sani DO Social Welfare/Project Manager
while giving his concluding remarks he told the participants that
A STAR Project was started 12 U/Cs of District Abbottabad by Government of Pakistan
with collaboration of JICA and now planning to replicate this project in all the Union Council
of Abbottabad and then other districts. He briefed the students
that they can play a big role in this field as they are student of social work, sociology and Gender studies.

1. Introduction
The 8th march is celebration in the whole world as “International Day for Women”
on this specific day many awareness raising activities is arranged to highlight the problems
and issue regarding women in the society .Many seminar walks and other awareness raising activity
are arrange on particular day. In the district Abbottabad, the international day for women
was celebrated at 8 March through a star project and Project Steering Team of Distt Abbottabad.
The ceremony was celebrating in the Jalal Baba Auditorium Hall, the reception was received at 9:30.
The ceremony was started with the recitation of the holy Quran, student from lighthouse name Ms Sumaira .
The naat was presentation by Ex-trainee of A STAR Project Ms. Rashida Habib.
2. Women Development and A STAR Project
Mr. Riaz ul Haq Sani Project Manager of ASTAR Project delivered the Briefing
about the features of Social Welfare Department. Ms Bushra Jamal Baig,
has many rights in the society ,we all have to fight for our rights with unity .
just like non disabled women, the women with disability has equal rights in our society, the A STAR Project.
Has been providing the services enhancing their ability in the society,
many women with disability in the society the services in the A STAR Project sharing their best commitments.
3. Poem and Play
The poem was presented by Ms Zanib and Ms Urooj regarding issues of women with disabilities
in the society with beautiful manner. The “play” was presented by the Ex trainee of
3rd leadership training and ex staff of A STAR Project. The participants training and
EX Staff of A STAR Project .the participants appreciated the acting and performance and creation of play Team.
4. Panel Discussion
For further proceeding of ceremony, the penal discussion was arranged by representative of
sungi foundation ,Umer Asghar foundation and shere-zad welfare society,
the participation provide their best possible knowledge and information according
to the topics the participants from ceremony were provided the sufficient answer to their questions.

Mr. Zaheer-ul-Islam D.C.O Abbottabad ,Project Director of A STAR Project delivered his speech
in his speech he said that the women has equal rights in the society.
We all have to support the women of the society has to try to fight.
The A STAR Project has honor to empower and provide the training to move
in the society independently and with out being the burden on the families and society.

6. Folk song, National Anthem and closing
Ms Rafia Bano (folk singer) women with disabilities sung a song and entertained all participants
with her melodious voice and participants enjoyed and dancer on the performance of Ms Rafia Bano.
Before closing the ceremony, the national anthem was sung and all the participants took part in standing motion.
The refreshment was provided to the participants of at the end of the ceremony the Chief Guest, Govt. Officer,
NGOs representative’s persons with disabilities visited the stall of different organization
to encourage and appreciate the creative work on different stalls. Security arrangement was very sound and secure.

Legal Opinion for Persons with Disabilities(March 4, 2011)
    
Based on the idea of Mr. M. Siddeeque, PST member (Govt. Lawyer), the Legal Opinion room for
Persons with Disabilities was opened on the 1st week of March.
The room is located at the District Social Welfare Department building and
open on every Friday from 15:00 to 17:00, where people know as a department
for the issue of Disability Certificate. M. Siddeeque provides the service
with one Project staff voluntary. Persons with Disabilities living in Abbottabad
can get the legal consultation here without any fees.

RIVER is one of the activities, which aims to identify the local resource.

Here I’d like to introduce two new activities related to RIVER, which started from February 2011, 1)
Local Resource Person List, 2) A STAR Volunteer Membership.
1. Local Resource Person List (academia, professional, businessman, doctor etc)
    
The Local Resource Person List is being prepared now. The purpose of the activity is
to identify and invite the local resource as a facilitator/lecturer of the Leadership
Training of Persons with Disabilities and focal person of A STAR Radio Program etc.
More than 30 persons are registered in the list, which includes the PST members and the experts,
working in the disability related organizations. There is a column in the list,
in which their specialties are mentioned. The Project is planning
to identify more resource persons through the awareness raising activities.
2. A STAR Volunteer Membership (Persons with Disabilities and family members etc)
    
A STAR Volunteer Membership program started in order to identify the local human resources,
who work voluntarily for the Project as supporters, photographers and
sign language interpreters of the awareness raising activities and the training.
Already ten members had been registered. The Project is planning to identify more resource person
including the college and university students through the awareness raising activities
and the network of PST members.
    
The Project identify the local human resource and the local network resource at the same time.
The human resource is related to information resource, place/building resource and
facility resource etc.
We can say, “Human resource is equal to comprehensive local resource” in this area.
    
To motivate the volunteers, the pin-budge will be provided to all the registered volunteer
and a letter of appreciation or shield will be sent from District Government to them,
whose voluntary participation in the project activity.

Here we’d like to introduce the 17th program
    
Syed Zaheer ul Islam spoke about his experiences of social rehabilitation
when he visited Japan last month. He apprised the listeners regarding contribution of the project
regarding social rehabilitation of Persons with Disabilities.
    
Mr. Abdul Wahid Mir shared his experiences gained during his association with the movement
of Persons with Disabilities. He informed the listeners regarding availability of
different assistive aids at different institutions. He also gave the listeners
two URL addresses of websites related to Persons with Disabilities.
He also reinforced the information regarding different organizations
that are working for the rehabilitation of Persons with Disabilities.

and the method & the selection of target people. The ownership of the designing of

The 3rd Leadership Training of Persons with Disabilities and family members started
since Jan. 3. The target area of the training is three Union Councils.
The timing of the training is 9:30 to 12:30 from Monday to Thursday and Saturday,

The Self Help Group Preparation Meeting was held on Feb.26.2011 at Mr.Jahanzeb House Trainee
A Star Project in union council Mirpur.

about A Star Project and its Training after that the programme start
with the recitation of Holy Quran.and after this Natt presented by Mr.Ishtaiq Ahmed.

told others about the activities of the Project, Purpose of the Leadership Training
after the detail briefing of the Mr.Hafeez,they Call Mr.jahanzeb to tell the audience

for awareness in community that person with Disabilities are also the part of our Community.
we need to give them opportunities to come forward and give them every possible help

efforts to make the groups of person with disabilities. he also says that in Iqra Public School
they will open the admissions for person with disabilities and give them every possible help
related to the Education. and he will make the barrier free School in Future.
    
Mr.Waqas Gul Principle Bright Career Public School also explains his views and told
the he will try to make his school barrier free for person with disabilities.
He will give them the opportunities for education and help them to make the barrier free society for all.

and Collage really appreciate the Trainees for conducting the meeting and told
that Modernage will be accessible totally for Persons With Disabilities in June 2012.
he will try his est to Give every possible opportunity to Persons with Disabilities
and Further says that we always keep it in our minds that they are not Disables
they are differently abled we don’t try to understand them. Don’t say him Disabled
But call them Persons with Disabilities as mention in United nations.
He further says that give them every possible help that they will move in society
they are not Persons with Disabilities but we make them useful citizen of the Country.

The 23rd Scavenging for Awareness Raising Initiatives(Feb.24, 2011)
    
The scavenging Activity was arranged in the Jahngi Qazian by the A STAR Project
with the collaboration of community , Ex-councilor , Project staff and the PST members .
Before starting the Scavenging Activity , opening ceremony has arranged for
briefing the activity to the community representatives , students and other people .
    
The Host of the activity was the Persons With Hearing Disability Ms Fauzia
with the help of Sign language interpreter Ms Urooj. The ceremony started
with the Reactions of the Holy Quran by Khyber School System Ms.Mubeen.
After that Mr. Abdul Wahid PST Member provided the activity briefing to the participants,
he told that through this activity we are creating the awareness in the society
about the role of the Persons with disabilities in the society.
    
The aim of the activity is to promote the social participation of Persons With Disabilities
in the society and to neat and clean the society by the involvement of the whole society
because we are the part of the society. Further she guided the participants
how to arrange and participated in the activity. Ms Bushra the PST member
also provided her speech in the ceremony , she said that
if the society include the Persons With Disabilities in the social life
they can be the useful part of the society , this activity is the big example
of their ability and talents because all the arrangements of the activity
has been done by disabled staff of the project the PST members of the project
is always here to support for any kind of activity.

Salient Features of activity:
1: Activity was arranged by community and college volunteers.
2: Facilitator of activity is from college faculty and he is a Person with Disability.
3: Refreshment was arranged by the college.
4: This was the first time when the seminar was participatory.
    
The activity started with the recitation of the Holy Quran and the Naat.
After that Prof. Dr. Qazi Amjad Hassan (PST member) spoke on “What is Disability”.
He emphasized that society should change its concept of disability; it is not
that the impairment makes one disable, it’s the apathy of the society
that makes people disabled. Any kind of disability is based on the attitude
and the general behavior of the society, the society has to change its thinking
towards persons with disability. He also presented the following poem
of a 14 year old disabled girl named Ms. Carolie Severs from United Kingdom.

    
The project briefing was delivered by Mr. Abdul Wahid Mir (PST members A STAR Project)
he briefed the audience on how and why A STAR Project was initiated in Abbottabad.
He said that the society needs to bring balance in its attitude towards its different sections
and especially those which are considered less privileged.
Persons with disability were not being considered to worth taking into
the main social stream of the society. The project very successfully worked
to change this negative perception. Now majority of Persons with Disabilities
in the target areas of the project know about the rights and
how to spend their leisure time, how and where to obtain education and
which institutions are there to provide them job opportunities or different facilities.
Mr. Abdul Wahid Mir appreciated different organizations like Telenor Abbottabad and,
the administration of Ladies Garden that made their facilities accessible.
He also appreciated all the ones who made this seminar successful.
    
After that the Certificate Distribution Ceremony was held.
The Principal of the host College delivered the speech regarding the activities of his college.
Later he appreciated the project and its noble cause.
    
The HEAR Activity has provided the Awareness among the students and
teachers of the College regarding issues related to disability and
emphasized the need to create an inclusive society.
    
The Member of Provincial Assembly KPK, Mr. Sardar Aurangzeb Nalota PML(N),
also delivered the speech and appreciated the services of A STAR Project.
He also emphasized the positive and proactive role of the opinion makers
so persons with Disabilities could get their rightful place in the society.
He said that it is not only our moral value but religious obligation
that we show empathy to Persons with Disabilities.
    
At the end, the students shared their views regarding the ceremony and how this ceremony changed their perception.

After their discussion on agenda points of the meeting Riaz-ul-Haq Sani District Officer
Social Welfare (Project Manager A STAR) gets allow from the chair and started the presentation

1) Purpose of the Project, Design, Duration and Targeted Areas
    
The purpose of A STAR Project is social participation of persons with Disabilities,
both men and women, is promoted in Abbottabad and the project is working
in 12 Union Councils in District Abbottabad for the duration of three years (Dec, 2008-Nov2011).
2) Group-wise Progress

He briefed the forum about Joint Coordination Committee in the Meeting and told them
that in this regard two meeting has been held. One meeting of NPA Working Group was
held last June, 2010 and 45 Project Steering Team (PST) has been held.

| Empowerment: |
Project Manager briefed to forum about that an assessment was made on non-disable,
physically challenged, intellectually challenged, visually challenged and hearing challenged people
and their full detail. He also briefed them about the leadership training of Persons with Disability
and their family members of which 30 Persons had been trained and 25 workshops had been conducted.

He briefed the forum that the main purpose of Inclusion Group is to conduct
Awareness Raising Activities and he briefed the forum about the activities of ARPS, CARATS, Sports for All,
SMART, Booklets on Disabilities, HEAR, A-STAR Radio Program, ART-ART, CB-SEP, SARI, A STAR Bakery and EARTH.

3) Short Movie produced by A STAR Project
    
After the Project Manager’s briefing DCO (Project Director) also gave brief about the SMART clips
which was shown on projector screen and he told the forum that A-Star is a joint venture of Federal,
Provincial District Govt. and JICA and he also briefed the forum that how these special peoples
are being treat in Japan as he noticed in his visit to Japan and at the end he ordered
to all EDOs, DOs and DDOs to strictly observe the 2% fixed quota for Disable Persons
as they can work more superior then normal persons.
Meeting was ended with the votes of thanks by the chair (District Coordination Officer, Abbottabad).

Capacity Development of Counterpart (Government Officials)
    
Important point in the Technical Cooperation Project is to transfer the technique to the counterpart,
Government officials and organizations. One point to be evaluated is
that “After the termination of the Project, project counterpart can continue
the activity with technique transferred from the Project?”
    
A STAR Project is shifting the implementing body from the experts to staff,
from staff to Project Steering Team (PST) and from PST to the Project Counterpart
(DGSE, Fed. M/o Social Welfare & Special Education, Social Welfare Dept, KPK,
and District Officer, Social Welfare Dept, Abbottabad).
This process include the concept, “Showing how to work”, “On the job training”
and “Increasing the interest in the Project by Fascinating and frequent activity”,
in order to develop the capacity of the project related personnel.
    
The Project is making efforts to get the budgets from the Government of Pakistan by showing the achievement of the Project.

SMART (Short Movie for Awareness Raising Trial) 15 clips prepared
    
SMART (Short Movie for Awareness Raising Trials) activity started since February 2010.
It took 11 months with more than ten meetings between the government officials and Project Steering Team,
to prepare the 15 clips of the 20 seconds short movie and all the clips are approved
by the Government of Pakistan and the Project. We considered the cross disability balance,
Gender balance and Topic balance and inserted the sign language interpreter.
All the clips would show the positive image.
    
The plan is that the request to broadcasting would be sent from the Project to
Ministry of Social Welfare and Special Education and to Ministry of Information.
The Ministry of Information ordered PEMRA (Pakistan Electronic Media Regulatory Authority)
to broadcast the SMART Clips in the every TV program by using the time
for the social welfare related things. The detail is as follows;

Here we’d like to introduce the 14th program
    
Mr. Sajid is a PST member since the establishment of the Project,
who have worked in the NGO (CAMP) to support the Persons with Disabilities in the 2005
earthquake affected area. He talked about the problem of the deterioration of the disabilities
caused by the late intervention to and detection of the disabilities.
All these problems are originated from a lack of understanding, knowledge
and information of people in the community. He provided the information
on the way to detect early the disabilities and explained the possibility of
the prevention of the disabilities and the deterioration of the disabilities.

Meeting between Zakat Committee and 2nd Leadership Trainees (Jan. 27, 2011)
    
One month has passed since the completion of the 2nd Leadership Training of Persons with Disabilities and family members,
which was conducted for two months from Nov. to Dec. 2010. During and after the training,
all the trainees have been making efforts to formulate the Self-Help Group in their own communities.
However, the trainees complained the difficulties to make the Persons with Disabilities in their community understand
“the importance of the Self-Help Group”, while the most of them suffer the extreme poverty.
Based on the situations and problems, Empowerment group members of A STAR Project Steering Team arranged
the meeting between the Leadership Training Ex-Participants and the Zakat Committee Members,
who have the various kinds of information regarding the services for the citizen and the network,
in order to promote the participation in the existing informative network not only from
Zakat committee to ex-trainees, but also from ex-trainees to the Persons with Disabilities in the communities.
    
There were twenty participants in the meeting, including the District Officer,
Social Welfare, Abbottabad (A STAR Project Mananger), the District Zakat Officer,
Abbottabad (A STAR PST networking group member), seven Zakat committee members
from three Union Councils and eleven 2nd Leadership Trainees. After the sharing of
the situation and problem by trainees, District Zakat Officer and Zakat Committee members explained
the information and network resources, which Zakat committee could provide them.
All the problem were not solved, but Project related personnel thought
that the SHGs formulation had one step ahead through this meeting.
    
This meeting gave an side effect to the Project as follows;
1. Network between Zakat Committee and District Officer, Social Welfare, was strengthend,
2. Zakat Committee members became to know the A STAR Project itself
and the service of Special Education Center, where the Project office is located.
The Project is planning to arrange the meeting between 1st Leadership Trainees and Zakat Committee members.

The 3rd Leadership Training of Persons with Disabilities and family members was started!
    
The 3rd Leadership Training of Persons with Disabilities and family members living
in 3 Union Councils in Abbottabad, was started on 3rd January 2011.
There are 17 members are selected, considering the kind of disability and gender balance.
In this report, we’d like to introduce the 1st and 2nd week of the training in detail.
    
During the 1st week of the training, Ms. Nuzhat Rehman facilitated the orientation workshop,
who participated in the leadership training of Persons with Disabilities
in foreign Country for 2 months from October 2009 to December 2009.
She belongs to the Federal Government. Ms. Nuzaht tries to promote the learning
of the trainees by the fascinating, interesting and not boring topics and facilitation method.
She is one of STAR in the Project.

And the end of the week, Saturday, Mr. Aftab Shah, who is the Project Steering Team member,
the person with physical disabilities and belongs to Pakistan International Airline,
delivered the lecture. He participated in the Leadership Training of
Persons with Disabilities in foreign country last year.

1. Objective of the Training
    
To promote social participation of PWDs, this project has strengthened governmental organization,
partnership between GO and NGOs, Self-Help organization. Also this project urged understanding toward PWDs
in a community. However, this process has not been strong enough.
Therefore, to ensure social participation of PWDs, it is highly recommendable to see many success cases.
Trainees can learn many ideas through observing, discussing and studying such success cases.
Even though cultural back ground and concept of social promotion may be different,
trainees can get a hint for further progress of social participation of PWDs.

Participants Selection Criteria
- 30% Quota for Persons with Disabilitiees and Family Member PWDs balance
- 30% Quota for Women Gender balannce
- One participant from each government ((Federal, Provincial and District Govt) Govt. balance
- Participants must have six months’ mmembership of Project Steering Team Contribution
- Participants must have conducted more than one project related activity Contribution
- PST meeting participation ratio must bbe more than 75% Enthusiasm
