Health Management in Hospitals and Beyond in Times of Emergencies

 

 By the end of ACTION 2010, participants should be able to:

  • Explain the principles, goals, and values of health emergency management and its importance in today’s world especially in the Asia-Pacific Region
  • Describe the dynamics of emergency management – its stages, key players involved, and different issues concerning communities affected by disaster
  • Realize the medical student’s role in health emergency management and apply its principles and values in different emergency situations (through simulations and in real life)

 

I.                   Why ACTION? Facing Emergencies in Asia-Pacific

a.       Define terminology – emergency, disaster, hazard

b.      Enumerate the numerous hazards to human health in the Asia-Pacific region (with country reports from participants)

c.       Discuss climate change as the biggest emergency threat to populations in Asia-Pacific

d.      Describe the importance of health emergency management in Asia-Pacific region

e.       Cite recent experiences and examples of health emergency management in Asia-Pacific region

 

II.                Health Emergency Management: Fundamental Goals, Principles, and Values

a.       Define HEM terminology – HEM, disaster management cycle

b.      Enumerate basic goals, principles, and values of health emergency management

c.       Discuss the stages of disaster management cycle – prevention, mitigation, preparedness, response/relief, recovery, rehabilitation

d.      Discuss the cluster approach in health emergency management

 

III.             Risk Management: Preventing Disasters and Mitigating Their Impact

a.       Define risk management, disaster prevention, and mitigation

b.      Enumerate basic principles of risk management, prevention, and mitigation

c.       Discuss efforts of disaster prevention and mitigation among Asia-Pacific countries

d.      Discuss the role of the community in disaster prevention and mitigation

 

IV.              Planning Ahead: Preparedness in Emergencies

VI.              When Disaster Strikes: Emergency Response and the Health Sector

a.       Define emergency response

b.      Enumerate basic principles and steps of emergency response

c.       Explain the roles and specific functions of the health sector in emergency response (rapid health assessment, surveillance, casualty management, etc.)

d.      Discuss inter-sectoral coordination in responding to emergencies at the global, regional, national and local level

 

VII.           Emergency Management 1: View from Intergovernmental Organizations

a.       Enumerate key intergovernmental organizations involved in health emergency management (UN, WHO, UNICEF, World Bank etc.) and their functions

b.      Explain the role of WHO (or UNICEF) in health emergency management, especially in policy and international collaboration

 

VIII.        Emergency Management 2: View from International Nongovernmental Organizations

a.       Enumerate key international nongovernmental organizations involved in health emergency management (ICRC, IFRC, MSF, Merlin, etc.) and their functions

b.      Explain the role of IFRC in responding to emergency situations

 

IX.              Emergency Management 3: View from Local Nongovernmental Organizations

a.       Enumerate key local nongovernmental organizations involved in health emergency management in the Philippines

b.      Discuss how local NGOs help in emergency response, recovery, and rehabilitation

 

X.                 Emergency Management 4: View from the Government

a.       Enumerate key government agencies involved in health emergency management in the Philippines (NDCC, DOH, Defense, DSWD, military, etc.)

b.      Discuss how the National Disaster Coordinating Council and the Department of Health fulfill their role in emergency management in the Philippines

 

XI.              Emergency Management 5: View from Media Organizations

a.       Enumerate key international and local media organizations involved in health emergency management

b.      Discuss the basic principles of risk communication and media management during emergencies

 

XII.           Issues in Humanitarian Assistance 1: Food and Nutrition

a.       Explain various issues concerning food and nutrition in communities affected by disasters

b.      Discuss efforts in addressing issues on food and nutrition during disasters (nutritional preparedness, assessment, interventions, rehabilitation)

 

XIII.        Issues in Humanitarian Assistance 2: Water and Sanitation

a.       Explain various issues concerning water and sanitation in communities affected by disasters

b.      Discuss efforts in addressing issues on water and sanitation during disasters (provision of water supply, excreta disposal, solid waste management, etc.)

 

 

 

 

XIV.        Issues in Humanitarian Assistance 3: Prevention and Control of Communicable Diseases

a.       Explain the principles behind spread of communicable diseases in communities affected by disasters

b.      Enumerate communicable diseases that are commonly spread during disasters

c.       Discuss efforts in addressing transmission of communicable diseases during disasters such as immunization and prophylaxis

 

XV.           Issues in Humanitarian Assistance 4: Psychosocial Needs of Emergency Victims

a.       Identify various psychosocial issues faced by victims of disasters

b.      Discuss efforts and interventions in addressing psychosocial needs of disaster victims

c.       Discuss psychosocial concerns for emergency health workers

 

XVI.        Emergency Humanitarian Action in Complex Disasters (Wars and Terrorism)

a.       Define complex disasters and compare with natural disasters

b.      Discuss special issues concerning complex disasters

c.       Explain the unique features of health emergency management in complex disasters

 

XVII.     Return to Normalcy: Recovery and Rehabilitation

a.       Define recovery and rehabilitation

b.      Enumerate basic principles of emergency recovery and rehabilitation

c.       Discuss the role of community participation in recovery and rehabilitation

d.      Cite successful stories of recovery and rehabilitation after a disaster
