*I'm thinking that there were probably instances where some crimes or disturbances aroused as a reslt of the action of the government and politicians, then when they confront the police, demanding to know why the police didn't do their job properly, the police have no choice but to say sorry as they are not really in a position to point fingers at the actions of the people above them, nothing could be done to change the policies the bosses put out either. So it's like silence of the police. This would be partly because I can't say for sure.
